Position Summary

SMX Services & Consulting, Inc. is seeking an experienced SME Software Developer – CBS Modernization to support the Internal Revenue Service Common API Services program.

This senior technical position will support modernization of mission-critical Common Business Services from legacy Java/J2EE architectures into modern API and microservices-based solutions using Spring Boot, Red Hat OpenShift, and related enterprise technologies.

The successful candidate will provide hands-on technical expertise throughout application analysis, modernization design, development, developer validation, release preparation, implementation support, and technical documentation.

Key Responsibilities

• Analyze existing CBS applications, interfaces, consumers, and dependencies.
• Design Spring Boot and microservices-based modernization solutions.
• Re-engineer legacy Java/J2EE applications.
• Develop REST and SOAP services.
• Develop OpenAPI/Swagger specifications.
• Develop JSON, XML, and XSD mappings.
• Maintain backward compatibility with existing IRS consumers.
• Develop secure, maintainable production-quality software.
• Conduct developer-level testing and validation.
• Troubleshoot application and integration defects.
• Support application vulnerability remediation.
• Prepare deployment-ready releases.
• Develop rollback and recovery inputs.
• Maintain technical and as-built documentation.
• Support Government-led deployments.
• Provide technical knowledge transfer.
• Support modernization without disrupting mission-critical tax-processing services.

Location Requirement

The position is primarily remote within the United States. The selected candidate must be capable of supporting the IRS Government site at 1111 Constitution Avenue NW, Washington, DC 20224 when required for technical meetings, production support, deployments, modernization events, troubleshooting, or knowledge transfer.

Citizenship and Security

MUST BE U.S. CITIZEN.

Candidate must be able to satisfy applicable IRS suitability, background investigation, PIV/SmartID, security training, system-access, and protected-information handling requirements.
