Application Developer (C# .NET / Angular / Azure) | Remote, US | Long-Term Government Project
Job Type: Contract (W2/1099 only, no Corp-to-Corp)
Pay: $45.00 to $52.00 per hour
Location: Remote (must reside and work within the United States)
About the Opportunity
Changing Technologies, Inc. (CTI) is hiring two Application Developers for a long-term engagement with a State of Oklahoma government client in public pension administration. The client is executing a multiyear modernization program, replacing legacy systems with a fully custom, cloud-native pension administration platform built on Microsoft Azure. The overall project has an expected runway of 5 to 7 years, making this one of the most stable contract opportunities in the market.
You will build new application components on a modern stack while supporting integration with existing systems, working alongside the client's technical staff, analysts, testers, and project managers in an established Agile SDLC.
What You Will Do
- Design, develop, and maintain application components using C# .NET, Web API, and Angular
- Develop REST APIs, system interfaces, and automation workflows
- Perform coding, unit testing, documentation, and code reviews, and submit pull requests for client review
- Write clear, actionable user stories and help maintain a prioritized backlog
- Translate technical specifications into maintainable, production-ready software
- Collaborate with technical and non-technical stakeholders and communicate complex concepts clearly
- Manage multiple development tasks and deliver against established timelines
Required Skills and Experience
- 4 to 6 years of professional application development experience
- Strong hands-on skills in C# .NET and Web API
- Angular 16 or higher
- Solid SQL skills (SQL Server or Azure SQL)
- Azure DevOps and Git in a team-based development workflow
- Working knowledge of Agile SDLC, secure coding practices, business process analysis, and acceptance criteria definition
- Bachelor's degree in Computer Science, MIS, or a related field, or an equivalent combination of education and experience
Nice to Have
- Azure PaaS development: Azure Function Apps, Azure SQL Managed Instances
- Power Platform or document management and process automation solutions
- Experience with pension, retirement, benefits, or other government or public sector systems
- Experience working with or modernizing legacy application architectures
Work Location and Schedule
- Fully remote within the United States
- Occasional onsite meetings in Oklahoma City, typically 2 to 3 times per year
Work Authorization
- Must be authorized to work in the United States and must reside within the United States for the duration of the assignment
- CTI participates in E-Verify; employment eligibility for all hires is verified in compliance with applicable state and federal requirements
- This is a W2 or 1099 engagement only. We do not work with Corp-to-Corp (C2C) arrangements, and third-party or agency submissions will not be considered
